The Tavern distributes Ale, and having a constant supply of Ale will prevent a lack of entertainment in your settlement. A lack of entertainment will likely lead to a lower Approval rating, making Taverns one of the important Residential buildings in the game.
To supply your Tavern you can either purchase Ale or make it yourself.

Uses
Taverns primarily supply your settlement with Ale, but they are vital for upgrading your Burgage Plot to higher levels. In fact, both Level 2 and Level 3 Burgage Plots require Tavern Supply needs to be met.
The steady supply of Ale is no easy feat, especially since creating Ale is one of the more complex processes in the game.
